        NGOs Doubt Fall In Numbers, Programme Reach  A dramatic decline in 
official figures of HIV prevalence among `men having sex with men' (MSM) has 
fuelled serious debate rather than celebration. The figures show that infection 
among one of the most high-risk groups in the city has declined from 10.3% to a 
record low of.5% in six years. The numbers collated by Mumbai District Aids 
Control Society (MDACS) reveal that in 2014-15, 86 of 16,264 gay and bisexual 
men tested for HIV were positive. While MSMs are often equated with gay men, 
activists say it is not so, as bisexuals--men having sex with men and 
women--too come under the ambit. MDACS numbers state that over the last six 
years, of 72,737 MSMs tested for HIV , 1.42% were positive....
