You can use the FreeS/WAN software (http://www.freeswan.org/); I don't know whether it's included in RH 7.x, otherwise you'll have to patch your kernel. Configuration is pretty straightforward, just configure a 3DES VPN connection using hmac-sha1 and DH group 2, and use IKE and a pre-shared secret.
Then configure FreeS/WAN to use a preshared secret (parameter auth=secret) and you're ready to go!
