The destination of your filter needs to be 66.xxx.xxx.123, not 192.xxx.xxx.456.
I'm also not sure without trying that you can do a many-to-one port assignment (i.e., all ports on 66.xxx.xxx.123 to port 1234 on 192.xxx.xxx.456).
