All you have to do is setup an .bat file to do the following steps:
1) resubmit the .bat file to run again by executing a command line winat
command to run in x minutes
2) ping the host

Do the resubmit first and the process will continue even if there is
some problem with the ping command

The win/nt command can be made to almost achieve the objective by
setting a very large count and relatively long interval.
