If you log onto GTA's support website, you can download the latest VPN client (works with XP): https://www.gta.com/support/center/logon.php If you have never used it before, you probably need to create a new account.
Support for a single client session is built into the system and no activation code is required. For multiple concurrent mobile VPN client sessions, you need to purchase licenses. (Since you only have two remote users, you can always just tell them not to log in at the same time.)
