Sounds like a remote access filter problem.

Make sure you have a remote access filter that
allows access to the GNAT Box on TCP 77 (GBAdmin)
and/or TCP 443 (Webadmin).

If you haven't done much customization of your
Remote Access Filters, the easiest thing might
be to default your Remote Access Filters.
