Sure, just use an asterisk at the appropriate level:

*.2.1.blacklist.zeelandnet.nl IN A 127.0.0.2

This will block all IP addresses in the range 1.2.0.0 to 1.2.255.255.

(That's for BIND, I couldn't say about any other DNS server software.)
