[Bug fortran/21253] New: Bounds Check

Compiled with the bounds checker on and program terminated early with
the following message: "Fortran runtime error: Array reference out of bounds"

1. Need a clue of some kind, e.g., line number, array identity, etc. 
2. G77 does not indicate an out of bounds.
