[Bug fortran/25081] New: better diagnostic needed

using GNU Fortran 95 (GCC) 4.1.0 20051126 (prerelease)  with '-g -pedantic
-std=f95', I get a bad / no diagnostic for the following invalid code:

CONTAINS
 SUBROUTINE S1
 CONTAINS
  CHARACTER(LEN=*) FUNCTION F1()
   F1="1234"
  END FUNCTION F1
 END SUBROUTINE S1
END MODULE M1
END
