I now tested "make bootstrap" on native i586-pc-interix3. This bug (PR 28968) occurs there, too, when building the stage1. I think it is before PR 15212 may be hit, at least I didn't hit it yet, but I haven't yet completed "make bootstrap" because of other problems, which I have to investigate further.
