3.4 is closed so it won't get fixed there.  The manual for 4.1 and
later say that gas is required.  So, the only issue is the 4.0 branch
where the use of gas is only highly recommended.

I don't actually know the status of this PR on 4.0.  It's possible
that it's fixed in 4.0.  However, if it's not fixed, I doubt it will
get fixed.

I guess I should try a 4.0 build with HP as.  If the problem still
exists, I will change the manual to the 4.1 wording.  Then, the PR
can be closed.
