What Andrew is trying to say in his particular way is that we cannot accept those patches (for the reasons stated), thus we are not going to spend time on discussing about it or much less reviewing the code because it will be a waste of our scarce time. Once the issues are solved (the copyright assignment is a major issue, another issue is who is going to maintain and fix bugs in all this code in the future), you may be able to convince someone to look into it. You may check out your own version and play with frameworks on it. However, GNU GCC is not a research toy. My sincere advice: find people interested on GEM, create a community around it, make it popular some many people/corporations/distributions start using it, then try to get it merged.
