[Bug target/36015] New: [4.3/4.4 Regression] -mregparm and fn decls without arguments

used to work until 4.2.x (tested 3.2, 3.3, 3.4, 4.0, 4.1, 4.2) - in all cases
test was passed arguments in 3 regs by the caller and expecting them there.
