[Bug bootstrap/39021] New: lto requires GCC as bootstrap compiler

At least gcc/lto/common.c makes unconditional use of __attribute__ ((visibility
("hidden"))), which means you are forced to use GCC as a bootstrap compiler. 
If
building lto and the lto-plugin were moved to stage2, this wouldn't be a
problem.
