[Bug target/39303] New: ARC port does not support ARCompact architecture

The ARC port that is currently in the FSF GCC does not support the ARCompact
architecture, which is used by the current and ARC chips ARC600 and ARC700,
and by the already superceded ARCtangent-A5.
