I don't know what the others implementors did, but in the meanwhile I got feedback from Matt: essentially, he considers the issue in the very same ballpark of 579, having to do with a load factor low and which the user cannot control. At this point, I think that before doing anything I want to discuss the issue face to face in Rapperswil when 579 will be discussed. Missing special indications, we'll just implement a change very similar to Boost' solution, in time for 4.6.0.
