Broken by the http://gcc.gnu.org/viewcvs?root=gcc&view=rev&rev=192969 sbitmap
changes. modulo-sched.c seemed to be using sbitmap_a_and_b_cg in 4 places,
that change replaced that by bitmap_and, but apparently the new function only
returns non-zero (something changed) if destination sbitmap has popcount.
sbitmap_a_and_b_cg on the other side asserted it doesn't have popcount.
