Unfortunately not out of the box. I use the attached simple patch for binutils.
With this I can symlink to the linker plugin in 
/usr/x86_64-pc-linux-gnu/binutils-bin/lib/bfd-plugins
(my be a different directory on your machine) and ar, nm and ranlib
will use the plugin by default. 
I can also switch between gcc and llvm plugins, e.g.:

markus@x4 ~ % plugin_gcc
markus@x4 ~ % ll /usr/x86_64-pc-linux-gnu/binutils-bin/lib/bfd-plugins

Where plugin_gcc and plugin_clang are simple scripts to change the symlink.
