Did we fix any bugs that lead to missed __tsan_func_exit callbacks? Before we go any deeper, I would suggest to retest with the latest gcc. There might have been bugs, and they may be fixed now. Even if a fix will be backported to 4.8 branch, you will still need to update the compiler.
