What version of gcc, and what platform? With gcc-8 on x86_64 (skylake), I get

           GOTO costs totally     0.904 (s)
    SELECT CASE costs totally     0.704 (s)
        IF-Goto costs totally     0.706 (s)
      IF-noGoto costs totally     0.705 (s)
        IF-ELSE costs totally     0.706 (s)
