In the commit r258713 "[parloops] Handle canonicalize_loop_ivs failure" (a
stage4 fix for PR83126) we bail out of gen_parallel_loop if we detect that
canonicalize_loop_ivs failed to do what we expected it to do: to rewrite all
simple loop ivs based on an a new canonical loop iv.
We need to fix this properly: rather than bail out, we need to ensure that the
rewrite succeeds, as the TODO added in gen_parallel_loop in r258713 mentions:
