The Fortran standard imposes constraints on some arguments (e.g. SHIFT) on the
bit manipulation intrinsics (e.g. SHIFTR/SHIFTL/SHIFTA, ISHFT, IBSET/IBCLR).
There are compile-time checks, but so far no runtime checks.

It would be useful to have runtime check to catch undefined behavior.

This requires a new option, e.g. -fcheck=bits (analogous to what NAG provides).
