There's a little bit of high-level guidance about compiler diagnostics in the
"User Experience Guidelines" chapter of the internals manual that mentions
quoting mechanisms in diagnostics, but AFAICT there is no reference
documentation that lists all the %-directives and modifiers and what they mean.
 This makes it hard to understand what existing diagnostics are trying to do,
as well as hard to write new ones.
