Most targets are more likely to support only druntime, than both druntime and
phobos.
When bootstrapping the self-hosted D compiler front-end, we don't need to build
all of phobos either.
So machinery to expose both checking if druntime is supported and forcing only
druntime to be built would be beneficial.
