I realized last night that the change I made to address the problem with iroundq was wrong. I should be able to answer your questions shortly. I haven't looked at the patches in pr94694 but I believe that configure should be able to detect the core type used for REAL(16) from gfortran. kinds-override.h seems like a hack to me.
