Note most of the rest of the paragraphs around it say "If the value of the
operand of the delete-expression is not a null pointer value and .." The
question becomes is that an oversight of P3144R2 or not and should a null
pointer constant be valid always since that was never undefined or even had a
chance of being undefined. Yes it is bad coding but still.
