F2023 has:
C1596 An INTENT (OUT) dummy argument of a pure procedure shall not be such
that finalization of the actual argument would reference an impure procedure.
and also
C1597 An INTENT (OUT) dummy argument of a pure procedure shall not be
polymorphic or have a polymorphic allocatable ultimate component.
Your example may satisfy the first constraint, but not the second one.
That's supposedly the reason all compilers reject it.
