Looks like this was changed by PR 94057 which implemented DR 1710. 

clang explictly says no to implementing DR 1710/1812:

https://gcc.gnu.org/projects/cxx-dr-status.html says it has it implemented.

So I am going out on a limb to say no other compiler implements this defect
report except for GCC.

So invalid.
