This section of the manual also needs to be updated to talk about
-fext-numeric-literals in C++ and the changes from PR117029, and maybe other
changes as well. As it stands now I'm pretty confused about what is accepted
with the different -std= options and how including/not including the standard
header file affects that. :-(
