Building and running fixincludes for the avr target is not necessary with the
current canonical toolset of binutils, gcc and avr-libc:

Building fixincludes currently fails for host=mingw32 host, which being
corrected with bug #17832. But building fixincludes for the avr target is
unnecessary to begin with.
