The wording in [class.union.anon] has been changed to "An anonymous union
declared in the scope of a namespace with external linkage shall use the
storage-class-specifier static." I don't see how this can be interpreted as
intending to require static even in an unnamed namespace. Moreover, I can't see
any reason why such a requirement should exist.
