The UTF names for FreeBSD was part of a giant patch
cc432cc1fc03dffe134d52a03bf709c38590cc12 on 29 May. 

The unconditional use of non-POSIX flags for open(2) was eliminated by
7bb846ed7fde99fa4d423e5dfa3b9560191e98a2 on 16 June.

Apologies for not noting this PR in those commit messages.  Please indicate
what else remains outstanding and we will address it.  The COBOL FE now
compiles on Darwin and IBM's LinuxOne; we intend for it to compile for the
BSDs, too.
