Fixed for both trunk (17) and 16.3. Patch cannot be back-ported further due
dependency on r16-616-g9c9a7316adb996, and removing the formatter
specializations without that change, will lead to inconsistent behavior between
calling std::format with (b)float16_t as argument and
formatter<(b)float16_t>::format.
