The primary vs. other multilibs is in lines like:
all-multi:
@: $(MAKE) ; exec $(MULTIDO) $(FLAGS_TO_PASS) multi-do DO=all
we'd just want to turn that into all-multi: all-multi-0 all-multi-1 ...
depending on the number of multilibs.
