Yes, I can re-confirm, that Rev: 221041 can bootstrap with -Wl,--no-relax patch on alphaev68-linux-gnu, when configured with "--with-build-config=bootstrap-lto --disable-werror --enable-languages=c,c++,fortran" with binutils 2.25. I will post testresults when bootstrap+regression test finish. Uros.
