The generator patch that I'm about to post wants to use inchash.c,
so this patch adds it to the list of files that are built for the
build system as well as the host.

Tested on x86_64-linux-gnu.  OK to install?

gcc/
        * inchash.h, inchash.c: Include bconfig.h for build objects.
        * Makefile.in (build/inchash.o): New rule.
