This commit adds support for NPS400 cmem memory sections. Data to be placed into cmem memory is placed into a section ".cmem", ".cmem_shared", or ".cmem_private".
There are restrictions on how instructions can be used to operate on data held in cmem memory, this is reflected by the introduction of new operand constraints (Uex/Ucm), and modifications to some instructions to make use of these constraints. gcc/ChangeLog: * config/arc/arc.h (SYMBOL_FLAG_CMEM): Define.
