[PATCH] Fix PR ada/71358

This fixes a minor problem where GNAT.Command_Line.Getopt raises CE if
there are in fact no program-specified options (only the
internally-supplied -h, --help are meant to be available).

Tested on GCC 6.1.0, x86_64-apple-darwin15.

If OK, can someone commit it (I can't).
