[wwwdocs] projects/cxx-status.html -- fix link to N3928

Usually individual issues of WG21 are stored as HTML files, but
N3928 is a PDF file (and may have been for a longer time).

Jason, just FYI, since I believe you originally added this.

I went ahead and applied the obvious fix.
