It does not say anything about the machine code generated, or about the binary format generated, other than the naming of symbols. It is confusing to call this an "ABI": you still need to have an actual ABI underneath, and this itself is not a "binary interface". In some other contexts similar things are called "binding", but that is not a very good name either :-/ Segher
