While looking up C++14 information, I noticed that some links in current navigation pages refer to cxx1y.html instead of cxx-status.html. This patch changes the NEWS item to refer to cxx-status.html#cxx14 and the Projects index to refer to C++ language features instead of C++14 language features. This makes it easier for users to find the cxx-status.html page.
