Why is this specific to parameter packs? Won't non-pack template parameters also suffer from the level mismatch? I'd think it would be simpler to just note when the pattern contains a constexpr if or requires-expression, for which we can't substitute into the pattern like a pack expansion, and know we need to use extra args in that case.

Bootstrapped and regtested on x86_64-pc-linux-gnu, does this look OK for
trunk?
