[power-ieee128] libquadmath: Use -mno-gnu-attribute in libquadmath

Hi!

Testing found that we also need libquadmath to be built with
-mno-gnu-attribute, otherwise -mabi=ieeelongdouble programs don't link.

Ok for power-ieee128?
