[PATCH] Fix typo in chapter level for RISC-V attributes

[Torbjörn SVENSSON via Gcc-patches]

The "RISC-V specific attributes" section should be at the same level
as "PowerPC-specific attributes".

gcc/ChangeLog:

        * doc/sourcebuild.texi: Fix chapter level.
