--enable-threads=isoc should only be used where needed, i.e. on AIX 7.2 or higher. As long as this static libintl.a gets never installed (but linked statically into the host binaries), that's perfectly fine. It only needs a fixed gettext.m4, to deal with the bug that David Edelsohn noticed on AIX (but that exists on macOS as well).
