We force the PHIs live, but their loop based usages haven't been materialized yet, they will be by peeling. This leads to the situation that Hybrid detection sees them as live, but does not see a vect use of them. To avoid this we have to manually construct the SLP tree since we need to codegen them anyway. Which has two benefits 1. it makes hybrid detection see the PHIs as used in loop 2.
