FWIW, I've tried a i686-pc-linux-gnu bootstrap with
--enable-clocale=ieee_1003.1-2008, too, both for comparison's sake and
out of curiosity. Even in that configuration, I get quite a number of
failures:

Not as bad as Solaris, but still. Although this is Ubuntu 20.04,
