[COMMITTED] OpenMP: Fix metadirective test failures on x86_64 with -m32

gcc/testsuite/ChangeLog
        * c-c++-common/gomp/metadirective-device.c: Don't add extra options
        for target ia32.
        * c-c++-common/gomp/metadirective-target-device-1.c: Likewise.
