PR c++/106618
* doc/invoke.texi (Option Summary): Remove -fargs-in-order, add
-fstrong-eval-order.
(C++ Dialect Options): Explicitly document that -fstrong-eval-order
takes an optional argument and what the choices are. Generalize
references to C++17.
