Note SLP_TREE_PERMUTE_P nodes never have SLP_TREE_LOAD_PERMUTATION,
as said they have SLP_TREE_LANE_PERMUTATION instead. So for the
(legacy) load permutation
case it would be

but those are also costed as kind == vec_perm. A common use-case were

I guess it's reasonable to first handle SLP_TREE_LOAD_PERMUTATION,
the other case could be done as followup.
